RE-ESTABLISHMENT LEAGUE CONSTITUTION R.S.A. PROPOSES CHANGES. WELLINGTON. June .17. Changes in the statutory position of the Disabled Soldiers’ Civil Re-estab-lishment League and in its personnel constitution are proposed in a report adopted by the New Zealand Returned Soldiers’ Association at its conference in Wellington yesterday. The subject, which is regarded as the most important single item on the agenda, was discussed during the day, and at night a report by a committee which had been set up by the conference was adopted. The committee stated that after confirming the principle of re-establish-ment provision', as designed by the statute, it decided that the main question was the statutory position of the league and the personnel constitution of its own and branch committees. The committee suggested that the co-opera-tion of the league be :ought to arrange an amendment of the Act to give some statutory recognition of the league and alter the league’s constitution and rules. It was recommended that the powers of the Minister be enlarged so that in all cases the representation of the New Zealand R.S.A be increased to five, in lieu of one, as at present, to be nominated by the R.S.A. annually. The personnel of existing committees would continue in office with the addition of the four extra appointees and with the provision that, in the case of any representative other than these of the R.S.A. retiring, then his successor be nominated to the R.S.A. by the appropriate organisation and the association should request, the Minister to appoint him, although if no nomination were received within three months the R.S.A. itself should nominate an appointee.
