will be able to pass on to the consumer the extra cost of production brought about by increases in wages rates, and where and when this ability exists the employer will be none the worse off, but in the case of a municipal authority it has no purchaser on whom to load the burden of the wages increases which it will soon have to pay. In such circumstances, therefore, no alternative for the local authority exists but to increase the rates. It will, of course, be a splendid opportunity for those who believ e that the municipalities will be able to collect no more in rates, borrow no fresh loans, and yet pay higher wage*
