LIMITATION URGED INTERFERENCE IN FOREIGN AFFAIRS LONDON, May 8. The British Note to Herr Hitler urges that a Western air pact should be' accompanied by a regional agreement tc limit air strength, and inquires whether the non-aggression pacts outlined in Herr Hitler’s memorandum of March 31 may also be guaranteed by mutual assistance ar.aagements. ’The Note suggests that a settlement would be facilitated if it included the Soviet, Latvia, and Estonia. Attention is drawn to Herr Hitler s declaration on May 21, 1935, in fas out of an agreement preventing outside interference in the affairs of othei States and tne Note also inquires what Germany's attitude is towards the permanent Court of Internationa, Justice and other arbitration bodies in view oi Germany’s declared willing-n-ess to re-enter the League.
