“LEFT OUT ON THE LIMB?” GOVERNMENT DETERMINED Received Nov. 27, 9.5 p.m. WASHING I ON, Nov. 26. Apparently somewhat piqued at the widely held assumption that America has been left “out on the limb” in her neutrality policy because of the I.eague postpone’ tent of sanctions against raw materials, an official State Department spokesman made a long vergal statement to correspondents today, the substance of which was that the Government was determined to pursue its neutrality policy regardless of what the League individual powers of a combination of powers might do. Therefore it had no intention of relaxing the pressure being exerted on American business to prevent the “efforts of a few of our citizens to gobble up blood money in the form ot war profits.” The spokesman added that no apologies need be made to anyone for the Government’s efforts to keep the country out of war and prevent war profits. In this connection, he pointed out the administration’s policy was twofold. First, there was a stringent embargo on war implements to the belligerents as mandatory under the Neutrality Act, and second, the interpretation of the spirit of the Act which was held to be that the nation should not aid in prolonging the war by supplying great quantities of war materials, as it had been found diffi cult to pursue a policy of limiting exports to a normal volume, the Govern went would handle the individual export problems from time to time in whatever manner appeared practical. Thus, as pressure had been brought against the oil exporters, similar methods i..igl't be used against other commodities should the situation seem to warrant it.
