NEGOTIATION OF ISSUES THE BASIS DISCLOSED 'B> Telegraph—Press Association—Copyright’ Received Nov. 24, 6.25 p.m. TOKIO, Nov. 23. It is reported that Japan has agreed that the Sino-Jf.panese issues shall be negotiated between General Ariyoshi and General Chiang Kai-shek on the following basis: (1) Discontinuance of anti-Japanese agitation in China and a changeover by China from reliance on England and America to positive co-operation with Japan. (2) Recognition of North China’s special circumstances and an improvement of Sino-Japanese relations with Afanchukuo in a manner not ignoring the independence of Alanchukuo. (3) A joint prevention of Communist propaganda in northern China and on the borders.
