COMMERCIAL SUBMARINES
TO OVERCOME BLOCKADE GERMAN CONSTRUCTION. PARIS, Aug. 23. Io Journal declares that Germany is constructing a fleet of commercial submarines lor use in tho event of a wartime blockade, each of 3000 tons, J2O yards long, with 800 tons ‘’reight capacity, and a surface speed of 18 knots, or 10 knots when diving.
