The former Premier of Victoria (Sir Stanley Argyle) is a passenger by the Niagara, en route to the Empire Parliamentary Union gathering in London. In discusing immigration, he said that community settlement schemes in Western Australia had been a failure, but child immigration had been successful. When he was Premier, he had visited Western Australia to study child immigration, and was so impressed that he committed the Victorian Government to a somewhat similar scheme. City-bred orphan children after a year in Australia developed healthy complexions and began tu grow healthy and strong. They readily adopted Australian customs, as they were brought out too young to have developed a real hankering after the Mother Country. A scheme was being prepared in Victoria and would be supported by the Federal and State Governments and by the Lady Northcote Trust, which had a fund of £200,000 for the settlement of English orphan children.
