NOT ALLOWED TO LAND. TURNED BACK AT DOVER. Received Feb. 3, 11.5 p.m. PARIS, Feb. 2. M. Cacliin, a French Communist deputy, who was proceeding to England to attend a Communist conference, was turned back at Dover despite the fact that he possessed a British visa. He was detained by a police guard until the steamer left for France.
