IMPROVING THE STANDARDS , STUDY FOR DEGREES [ Per Pr»ss Assorla'.ton. I CHRISTCHURCH, Jan. 22. That a strong case exists for an effort to improve the standards in the New Zealand Civil Service by the admission of University graduates was the opinion expressed by some mem bers at a meeting of the Senate University of New Zealand to-day. It was stated during the debate that, although Civil Servants were encour age 1 to study for degrees, the best students leaving the University were full-time students who would not com p.ctc their course till aged 21 *to 21 years, when it was not possible for them to enter the service except as specialists. In such positions they would have no opportunity of attaining the highest administrative posts. The executive was empowered to make representations to the Govern meat.
