QUOTA OR LEVY ?

AID TO BRITISH BEEF MR. ELLIOT’S OFFERS EMPIRE AND ARGENTINA EQUAL TREATMENT FOR ALL (By Telegraph—Press Association—Copyright! LONDON, June 27. A Dominions Office communique states that Mr. J. 11. Thorfias presided when Mr. Walter Elliot and the High Commissioners discussed meat suppliei in the light of the Ottawa Agreements. Thc parties will reassemble nt an early date. Some restriction of beef supplies from the Dominions was proposed in the plan which Air. Elliot submitted to the conference with Mr. Bruce. Sir James Parr, and representatives of Canada, South Africa, South Rhodesia, and tho Irish Free State. The proposal, however, doos not seek to aid thc home producers by quotas alone, but combined with proposed subsidies on tin lines of thc recent milk plan. Tho representatives of the Dominions obtained an adjournment until July 4 to enable them to submit the pro* posals to their respective Governments. Thc discussion, which lasted hours, revealed how the Argentina Agreement places the British Government in a most awkward situation, tc escape from which every solution involves features unwelcome to some of tho parties. The Sun-llcrald representative understands that to-day’s deliberations confirmed the belief that Britain would not bo imposing restrictions when tho Ottawa meat agreement, terminates on June 30. Moreover, thc position has not advanced much further. It is gathered that thc British submitted possible alternative schemes, intimating to tho Dominions that they can have which they prefer, an all-round quota for Argentine and Dominions meat or a lev* on all imported meat. VOLUNTARY AGREEMENT. B RITIB H EXPE CT A TION S. Received June 29, 1.20 a.m. LONDON, June 28. The Daily Telegraph says that tin impression is that a voluntary agreement. will be reached regarding Empiri meat supplies. The British Ministeri gave an assurance that if the Dornin ions were willing to enter a voluntary agreement regarding future supplies, no unfair competition from imports from foreign sources would be allowed. There, is a definite prospect of negotiatiorts with Argentina resulting in similar supplies from Argentina finding new markets. ' There is no doubt that the beef consumption is falling, largely due to smaller families, motor picnics, luncheons, and changes in diet tending to the, substitution of fruit and vegetables.
