New war debt developments which administration officials believe will allow Mr. Roosevelt to send the United States Congress not only a detailed report of the debt status, but concrete suggestions for a general settlement, are expected within the next two weeks. No official would say what were the expected developments, but it was indicated that they would form the basis of the Presidential message to Congress. Men familiar with the progress of the debt negotiations point out, however. that the envoys of the 13 nations which have debt instalments due on June 15 have held discussions at the State Department, among them the British and French Ambassadors.
