The Wellington Rugby Referees’ Association advised the Management Committee of the Wellington Rugby Union to-night that it had decided to submit .he following interpretation of the scrummage rule to the New Zealand Referees’ Association, with a request that that body make the ruling general throughout the Dominion: That the ball is not fairly in the scrummage unless it is on the ground before it passes the first two feet on the side from which the ball is put in. The committee decided to refer the proposal to the New Zealand Union for a definite ruling.
