FRANCE AND BRITAIN FACTOR IN DISARMAMENT MEANING OF SECURITY [British Official Wireless. I RUGBY, April 6. The Lord Privy Seal (Mr. Anthony Eden) will leave for Geneva on Monday to take part in the meeting of the Bureau of the Disarmament Conference. Questions regarding the guar antces of the execution of any disarmament convention that may be agreed upon arc still the subject of exchanges between the British and French Governments. The French views on security were broadly stated in a Note recently received in reply to the British memorandum and subsequently further inquiries arising out of that Note were addressed to the Quai d ’Orsay. A reply to these inquiries has now been approved by the French Cabinet Council and it is understood that it will be in the hands of the British Government to-morrow. Its terms will be carefully studied by the Ministers before Mr. Eden’s departure for Geneva. Recent developments in the disarmament situation were discussed this morning at a meeting at the Foreign Office between the Foreign Secretary (Sir John Simon) and Mr. Norman Davis, United States representative at the Disarmament Conference. BRITISH PLAN "HOPELESSLY OUT OF DATE.” Received April 8, 6.30 p.m. LONDON, April 8. The keynote of the French Note to Britain is that the disarmament talks are doomed, and will be replaced by the question of the limitation of armaments. The Note points out that the British plan for a 10 years’ disarmament, convention involving German equality is •‘hopelessly out of date” in v.fiw of Germany’s swollen military esUmates and the possible intention further to rearm. A CONVENTION HENDERSON OPTIMISTIC. Received April 8, 6.20 p.m. PARIS, April 8. M. Barthou assured Mr. Henderson that France would support the proposal to convene the Disarmament Commission on April 23. Mr. Henderson, interviewed, said he was certain that the meeting would result in a convention, though probably some of the nations would not sign.
