BRITISH LABOUR PARTY AVOWED INTENTION TO CHANGE THE SYSTEM CRIPPS LAYS DOWN POLICY (By Telegraph—Press Association —Copyright! OTTAWA, April 6. “The Labour Party will not take office unless it has a clear majority over the whole House, and then we do so with the avowed intention of completely changing the Capitalistic system/’ stated Sir Stafford Cripps, former Solicitor-General of the United Kingdom, interviewed on Friday. The trouble with the former Labour Government, he said, had been that it tried to be Socialistic under a Capitalistic regime. “You cannot have half-and-half,” he said, “that’s the reason why community ownership of certain things like the Canadian National Railways o£;en fails m work. "
