AMERICAN NAVAL BASES RETENTION FOR FUELLING WASHINGTON, March 25. The Philippine Islands Independence Bill provides for the maintenance of the United States naval bases for fuelling stations, and this must influence the 1935 Naval Conference, at which Britain, America, and Japan will have to consider the future disposition and manner of independence of insular Pacific naval bases, which the Washington Treaty ‘ 1 froze.’ ’ The attitude of the United States to Japan at present is one of friendliness tempered with caution. The feeling over the non-recognition by America of Manchukuo has not yet changed, but relations have improved in other directions. Probably, when the moment is propitious, Viscount Sailo, Japanese Ambassador in Washington, will be. empowered to offer Japanese co-operation , in guaranteeing the. neutrality of the Philippines. On the other hand, the Secretary of State, Mr. Cordell Hull, hopes to persuade Congress to remove the discrimination against Japanese immigration, and grant a quota, allowing a limit of 100 migrants a year.
