DELEGATE FROM CHINA I Per Press AssociatioM. ) NEW PLCMOUTH, Dec. 21. Cable advice was received to-day by Rotarian T. C. List (Governor of Rotary in New Zealand) that the international president (Rotarian John Nelson, of Montreal) had appointed Rotarian Fong Foo Sec, M.A., L.L.D., P.H.D., of Shanghai, a director of Rotary International to specially represent Rotary International at the annual conference of Rotary •clubs in the Dominion, to be held at New Plymouth on February 27 and 28 and March 1. Dr. Fong Sec has been described as one of the greatest living Chinese. He is a deep thinker and an authority on international relations, and one of the most eloquent and earnest speakers modern China has produced.
