The New York Tinies’ Washington correspondent states that the establishment of a 200,000,000-dollar institution for the discounting of Russian trade acceptances is being considered by the Reconstruction Finance corporation and other Government agencies concerned as one of several plans for facilitating the financing of United States exports to Russia. Funds for the institution would be supplied by the American Government, the American exporters, and the Soviet, the R.F.C. supplying .100,000,000. Th 0 proceeds of the first 40,000,000 dollars of Russian exports to the United States during the first two years would be retained with the institution “as continuing security against all other dscounted obligations and additional working capital.”
