TIDY CITIES

In Moscow, as in Vienna, the police are authorised to collect small fines from people who are caught throwing rubbish on the streets. The municipal authority has provided plenty of receptacles for refuse, and there is no excuse. But Moscow is very tidy, and there are good reasons for the absence of the litter menace at present. Neither oranges nor bananas are to be had in the- capital, so the peel of these fruits, so frequently cast about the streets of other cities, is perforce conspicuous by its absence. Moreover, there is so groat a shortage of wrapping paper that the shops often supply bread, cakes and other products unwrapped. Paper bags are rare and precious and when they are supplied by vendors the purchasers usually fold and preserve them carefully after eating or otherwise disposing of their contents,
