COMMISSIONER APPOINTED WELLINGTON, May 4. The Minister of Lands (the Hon. E. A. Ransom) announced to-day the appointment of Mr. Owen N. Campbell as Commissioner to work under the Small Farms Board in the administration of the Small Farms (Relief of Unemployment) Act, 1933. Mr. Campbell will enter on his new duties forthwith. Mr. Campbell was appointed to the Lands and Survey Department in April, 1901, and after qualifying as a surveyor was attached to the drainage branch of the department, rising to the position of chief drainage engineer in August, 1922. In April, 1927, he was transferred to the position of Commissioner of Crown Lands for the North Auckland Land District, which position he has held ever since. Mr. Campbell, who is the son of an early settler, was born at Waipii, and educated at the Auckland Grammar School. He is a registered engineer. He served with the New Zealand Expeditionary Force, holding a commission in the Tunnelling Corps. During his career in the Public Service, Mr. Campbell has always taken a keen interest in land settlement, and he has been responsible for the great activity in small settlement on Crown areas which has taken place in the North Auckland Land District since the enactment of legislation in 1929 authorising development loans to selectors. This experience, together with his close association with land administration problems, should bo of great value tu the Government in carrying out the small farm seftlemcnt provided for in the Small Farms (Relief of Unemployment) Act.
