JAPAN IN MANCHURIA Received June 17, 11.55 p.m. KOBE, June 17. The Government to-day is confirm ing a plan to appoint a Japa tese general as officer and commandor-in-chief exercising authority over the Govor nor of the leased territory of the South Manchuria railway and over tho administration and Consul-General at Mukden, thus brnging the entire Manchurian relations under military control.
