FORBES has made it quite plain that the onus is upon Mr. Coates to decide whether he shall go to Ottawa or shall remain to look after the unemployment problem. Mr. Forbes has, in consequence, acted on the assumption that Mr. Coates is determined to adhere to his decision to be present at Ottawa and leave the unemployment problem behind him. Mr. Alexander Hamilton has been, or is to be, appointed locum tenans during Mr. Coates’ absence. Now that Mr. Forbes has withdrawn from the delegation to Ottawa the objection to Mr. Coates going is not so formidable, but it is decidedly undesirable to treat the unemployment problem in such a casual way. The problem is so serious, the mismanagement so apparent, that it is desirable that a capable Minister shall be permanently appointed to the portfolio of unemployment, because of4he complicated nature of the problem which is presented by present conditions.
