The Daily Telegraph s Berlin correspondent states that the Chancellor, Dr. Jlruening, received General von Schleicher, who, jt is understood, declined to join the Ministry. The Tageb’att remarks that an answer must bo given to the question.“Who rules Germany—the military or civilians!”
