MANAWATU COUNTY COUNCIL

The ordinary monthly meeting of the Manawatu County Council was held on Tuesday. Present: Councillors W. E. Barber (chairman), J. H. Perrett, W. E. Pearce, H. H. Hunt, D. W. Reid, J. F. McKelvie and J. Boyce. Inward correspondence was read and dealt with as follows: —

From New Zealand Railways forwarding voucher for tram charges collected. —Received.

From Treasury forwarding vouchers for lines collected under by-laws.—Re-ceived.

From Commissioner of Transport forwarding copy of special permit for motor lorry loads. —Received. From Public Works Department forwarding copy of maintenance estimates. —Received.

From Rangiotu School Committee re traffic signs.— Manawatu Automobile Association are erecting same. From J. P. Bigham asking for road entrance to his property at Himatangi.—To be informed that there is no road dedicated.

From J. M. Mudford asking that whale line be put in order for wheel traffic to River Bank Road.—Resolved that no funds are available.

From Roy Craig offering 30s per

week rent for Ferry Reserve to October 24.—Received. It was resolved:— That Cr. Perrett represent the conn cil on deputation to wait on the Minis ter of Public Works with reference to power board legislation. That all ar rears of rates be sued for if not paid before November 30, 1931. That provided the Kairanga and Orona County Councils arc agreeable, a group scheme for traffic control be formed for Manawatu, Kairanga and Oroua Counties and that the chairman and clerk be authorised to finalise matters and submit the scheme to the Main Highways Board for approval. That the following alterations be made on the rate roll: —J. F. Richardson and others to W. G. and H. V. Robinson, pt. sec. 4 Block XIV, Rangitoto. J. F. Richardson to W. G. and H. V. Robinson, Rangitikei-Mana-watu C, No. 481. Thos. Chaffey to A. Chappell, secs. 396/7, Foxton. L. T. McLean to J. and E. E. Short, lots 7/10, 13/18, pt. 18, 19/20, 1/4, 18, 23/26, sec. 384,/ Carnarvon. H. C. W. MeKellar to W. F. Beazer, pt. lot 1, and lots 5/6, sec. 80, San don. County Engineer The county engineer reported as follows: Main Highways: Whirokino.—This road has given a lot of trouble since the recent Hood, and although the surface has now been secured, very intense maintenance will bo necessary to keep an unbroken surface during wet weather. Foxton-Shannon. —Maintenance metal has been put on. Grading and draining has also been done. Himatangi-Rangiotu. —This road has been graded and patching carried out, but the surface is becoming very rough. No great improvement can be expected until the trimming and sealing is done.

Himatangi-Sanson.—Shoulders have been built and drains formed for a distance of 4 miles 25 chains from Sanson. The usual grading and patching is being continued. Sanson-Awahuri. —Slips have been cleared on Mt. Stewart and drainage work continued on the hot-mix section.

Ridings: Sandon. —A large washout has been attended to on Kakariki Road. Several roads have been graded and patching done on Frecklington’s, Taylor’s and River Bank Roads.

Mt. Stewart. —Drainage work is being continued on Rakehou .Road. Grading has been carried out where necessary.

Waitohi. —Several roads have been graded. Drains on Taipo Road have been cleaned out. Drainage work is to be undertaken on Hammond’s Line to relieve the accumulation of surface water at intersection of Bowe’s Lino. Carnarvon.—Several roads have been graded and water-tables cleaned out. Slips have been removed from the cutting on River Bank Road. Rongotea.—Kaimatarau and Power’s Roads have been dressed with surface metal. Several roads have been graded and protection work is being done on newly-cut drain on Kaimatarau Road.

Kawakawa. —A culvert on Bainesse Road has been lowered. Several roads have been graded and drains cleaned out on Mangawhata, Bainesse and Couper’s Roads. Awahou.—A further attempt has boon made to spread metal on Spring’s Road, but owing to the wet weather the work has been abandoned for the time being. No. 1 Line has been patched. Formation work is proceeding on No. 6 Line north and the south portion, which was formed some weeks ago, has been re-trimmed. Several roads have been graded. Treasurer’s Report The treasurer reported on the finances of the county as follows: — County Fund account, dr., £9321 6s 8d; M. H. Loan account, cr., £857 16s 9d; loan account, cr., £1366 7s 7d; net dr. balance, £7097 2s 4d. Amounts available for expenditure in the ridings is as follows:

Tramway Manager The tramway manager reported that the dr. balance for the month’s working was £4 Is 2d. The chief items of traffic were minerals and manure, 179$ tons, grain and merchandise 16 tons, cheese 127 crates, eggs 102 crates, cream 37 cans, metal 137 trucks. Traffic Inspector The traffic inspector reported that one person, for conducting heavy traffic without a license had been fined £2 and for having an expired disc on his lorry was fined £l. The person who damaged the handrail at the bridge near Sanson has been written to informing him that the amount due for repairs must be paid without delay. A fair amount of gorse and lupin has been cut during the month. When the weather gets more settled the gorse at the Bulls Bridge cutting will be sprayed. The gorse at the top of the bank, sprayed last autumn, seems to be dead. Rate Collector The rate collector reported that since March 3 the total amount collected, arrears and current, is £5418 12s 9d. The details of the different amounts are as follows: Current.—General amount struck less rebate allowed, £13,070 2s 9d; collected, £3851 Ils 2d; outstanding at date, £9228 Ils 7d. Hospital: Struck, £2471 3s lid; collected, £B2l Ils 9d; outstanding, £1919 12s 2d. Specials: Struck, £1466 2s 6d; collected, £265 16s 6'l; outstanding, £l2OO 6s. Arrears, 1929, 1930, 1931: Total outstanding, £2843 19s; collected since March 31, £479 13s 4d; outstanding at date, £2364 5s 7d. I propose sending out a special circular letter, particularly to those who have not paid last year’s rates. A number of small amounts are being handed to the council’s solicitor for collection.
