NEXT MONTH’S CONFERENCE * TRIBUTE TO MR. MACDONALD LONDON, Sept. 25. The sudden change of Government largely nullifies the national executive’s report for the Labour Party Conference at Scarborough, on October 5. It was disclosed that five members of the Opposition had dissented from Mr Henderson’s appointment as party leader. The report pays a tribute to Mr MacDonald’s services fo- Labour and regrets his separation from it, and adds: “But the high sense of duty to the unfortunate section of the nation who are unemployed and whose welfare has ever Leen. the special care of the Labour movement gave the party no option but to oppose the policy of the new Government, no matter by whom it is led or supported. Unless fresh means for money are devised an increasing number of candidates must refrain from contesting by -elections, and for this reason it is suggested that the byelection fund be plhced on a compulsory basis. ’ ’ .
