FORMATION OF CAB_I.NET. DR. SEIPEL’S PLANS UPSET. Received June 2.1, 6.11 p.m. VIENNA, June 20. Dr. Seipel has formed a Ministry composed of Christian Socialists, Tan Germans and Agrarians. It is hinted that he will be strongly supported from France, owing to his known hostility to the Austru-Gcrman Customs Union. A later message states that Dr. Siepcl had completed the formation of his Cabinet w’hcn the attitude of the PanGermans upset his plans. Herr Karkburcsche, Governor of Lower Austria, formed a Cabinet with Herr Sehobei as Foreign Minister, ami Dr. Rcdlich as Finance Minister. Other portfolios arc occupied by members of the Ender Cabinet.
