INTERNATIONAL SETTLEMENT JUSTICE FEETHAM’S REPORT SHANGHAI, June 17. The report of Mr Justice Feetham the internationally famed jurist, re garding the international settlemenl at Shanghai has been issued. Mr Feetham, who was loaned bj the South African Government, ant was formerly chairman of the Iris! Boundary Commission, was special!) invited to study the difficult extra territoriality question and render ar open-minded report whether the aboli tion or retention of extra territoriality is adv isable. Mr Feetham states that the Chinese must not secure a majority vote in the administration of the international set tlement. owing to the inevitable inter ference from the military, from the National Government, and from the Kuomintang. If the Chinese gainer control of Shanghai there is no guaran tee that the incidents of 1927 wonk not be repeated. He suggests that foreigners be granted a charter by the Chinese Government. Although admitting that the abolition of extraterritoriality will eventually be inevitable, he adds that the question of the rendition of the settlement must be considered in terms of decades and not of years.
