NATIONS OUTSIDE LEAGUE EMPIRE GONE FAR ENOUGH (Per Press Association.) THAMES, Juno 15. General Richardson, at a, reunion of returned soldiers held on Saturday, referring to the League of Nations, said that it did wonderfully fine work on the social side but he could not say that he was impressed with its work on disarmament. Ho stated that as far as he could seo the countries would not reduce armaments while that powerful country Russia remained out ide tho League. He stressed the fact that it w . not possible for lhe E; uiro to go fi rther in disarmament > hile there still remained the menace of countries not in tho League. This was certain!' not tho time to abolish military training nor to reduce forces.
