THE RECENT MANDATE. NEGOTIATIONS I’ROCEEDING. [British Official Wireless..] RUGBY, May 11. The Hon. A. Henderson said in the House of Commons that, since his statement on extraterritorality last WednO day, Sir Aliles Lampson had reported that the Chinese Government had issued, on Alay 4, a mandate applying unilaterally to certain arrangements for the exorcise of jurisdiction over foreigners, to take effect as from January 1, 1932. Tho mandate has not yet been officially communicated to the Government. Negotiations are still in progress.
