ENORMOUS SUM WANTED BIG DEFICIT EXPECTED WASHINGTON, Dec. 3. In recommending to Congress to-day his 3,932,842,000 dollars Budget for the next fiscal year, President Hoover opposed the continuance of reduced income taxes. He reiterated his prediction that there would be a 180,000,000 dollars deficit this year, and issued a warning that the during the next six months to alleviate unemployment and .drought, it would result in another deficit in 1932. He supplemented his request for 150,000,000 dollars for an unemployment emergency appropriation for construction work with a proposal for 132.000,000 dollars to be spent on public buildings.
