HINDENBURG SIGNS DECREE
ECONOMIC REFORMS PLANNED

President Hindenburg has signed a decree promulgating the finance measures for which Dr. Bruening found it impossible to obtain a Parliamentary majority.* His opponents regard the action as dictatorial, though legal.
The Republican vonstitution, howeve r , provides that the decree must be tabled in the Reichstag and cannot be modified, but must be accepted or rejected. If rejected, tho President must withdraw, which is out of the question, or the Reichstag must dissolve. Genera] Hindenburg and Dr. Bruening in risking a hostile vote rely upon the political parties’ fear of the Hitlerites, and the realisation that defeat will endan ger Parliamentary Government and render a Fascist dictatorship possible. Cabinet sat for 11 hours before coming to a decision to appeal to General Hindenburg. The decree covers 26 laws, forming a thre years’ programme of financial and economic reforms.
