VARGAS ENTERS CAPITAL. A(JCIvA IMED BY POPULACE AN N UUNCEM ENT OF POLI C Y Received Nov. 2. 8.45 p.m. RIO DE JANEIRO. Nov. 1. General Gctulio Vargas, having entered the capital in triumph at the head of the revolutionary military forces to the acclamation of the populace, assumed a provisional presidency and announced to-day some important items of policy of the new Government, namely dissolution of the Congress and reform of the courts. He promised punishment to all persens guilty of criminal use of public funds, but added: “We, wreak no vengeance ou members of the late Government. We have always criticised the vengeance and persecution of the late Government and wo arc not intent, upon laying ourselves open to similar criticism.’'
