JAPANESE NAVY
ADMIRAL KATO RESIGNS. TREATY STRENGTH INADEQUATE Received April 27, 5.15 p.m. TOKIO, Ajpril 26. Admiral Kato, chief of the naval staff, is resigning. He contends that the naval strength provided by the London Treaty is insufficient for the defence of the country.
