YOUNG PLAN CONTROVERSY Received Dec 5, 10 pm. BERLIN, Dec. 5. The revolt of the Nationalists against Herr Hagenberg’s anti-Young Plan policy has developed quickly. Twelve have already resigned and it is expected that the Party will lose at least 20. Herr Westarp has resigned the leadership of .the Reichstag, but explains that this is not a means of seceding from the party.
