HANDY METHODS OF THE RUSSIAN SOVIET
[ Times Cables. ] Received. Oct. 5, 11 \m. LONDON, Oct. 5. The Riga correspondent of the Times reports that the Soviet has worked out plans for re-confiscat-ing 200 of the largest dwelling houses in Moscow, which were restored to the owners in 1923. The newspapers explain that they were only restored to the owners to be repaired, and because they yielded no profits. The situation is now altered and the time has come for the Soviet to resewure ownership.
