HOSPITAL BOARD AND MINISTER ( Special "Chronicle” Service ] WELLINGTON, Oct. 5. The difference between the North Canterbury Hospital Boand and the Minister of Health (Hon. J. A. Young) as to the appointment of Dr. Mclntyre in succession to Dr. Blackmore at Cashmere Sanatorium reveals a somewhat remarkable state of affairs. Under the Public Health Act it is provided that local Boards shall submit to the Minister the names of applicants for positions, and that the -Minister shall give them the benefit of his advice. There is implied in the Act the fact that applications shall be called, but no definite statement of this, and no call for the Hospital Boa nd to give the due consideration to the opinion of the Minister. Thus it is apparent that though the Department has not yet approve,■! the appointment of Dr. Mclntyre, it has no power to withhold approval.
