TO ASSIST STRIKES HOUSE OF COMMONS DISCUSSION Received February 20, 5.5 p.m. LONDON, Feb. 18. In the House of Commons, the whole day was spent discussing a private members’ bill, introduced by Mr Mitchell Banks and seconder] by Mr Basil Peto. The bill is designed to pievent any person or association from inviting, accepting or using funds from foreign sources for the furtherance or maintenance of industrial disputes. Mr Mitchell Banks, anticipating the Government’s aloofness to the bill, said it was all very well for the Homo Secretary to say he could not stop tbe money, but he did so during the general strike and sent it back to Moscow. Undoubtedly foreign money prolonged tho disastrous coal strike. Mr Kelly (Labour) rose and moved tho rejection of the bill, saying he was always opposed to strikes. He would welcome any bill which was really a blister on Communism, but this bill did not hurt Communism a little- bit. Sir W. Joynson-Hicks said the Ministry was of the opinion that the bill should bo left to the decision of the House. Personally he thought the bill would not achieve tho object of the promoters.

The second reading was defeated by 183 to 75.
