THE TANGLE IN CHINA
The Chinese puzzle grows more puzzling. Hankow has fallen to the Canton Government’s troops, who are advancing towards Shanghai. Sun Chuan Fang, leader of the Peking Government’s forces is preparing to resist the advance. Eugene Chen says that Canton is responsible for Shanghai, that the British forces can go home, and that he will protect the British residents there. Chang Tso Lin proclaims that the responsibility for Shanghai rests with Peking and that the protection of foreigners is Peking’s affair. Mr Oswald Mosely, the newly-elected Socialist member of the British House of Commons, advises the British Government to “scuttle from Shanghai.”
What is Britain to do and to which of these should she listen? At present she is sitting tight, continuing negotiations as far as may be, and watching North and South emulate the Kilkenny cats. After all, that seems the wisest course in the meantime.
When the disturbance is over and there is only one Government in China there will be some prospect of a settlement. But with two of them, each clamouring that it is the only one that counts, Britain’s only course is to do what she has done.
