Lowenstein, the mystery man of Biarritz, reported to have offered to place £10,000,000 at the disposal of the Belgian Government without interest for two years, is the question asked throughout Europe. In the meantime the gigantic offer remain uncontradicted. Reputed to be a Belgian multi-millionaire, at present living at Biarritz, Captain Lowenstein’s i private affairs remain a profound secret. He is said to maintain a retinue of typists, clerks and officials, with four aeroplanes and innumerable cars. The most highly-coloured fiction written is put completely in the shade by the life of Captain Lowensrein. The atmosphere of mystery attends every action of this most amazing man. He is surrounded by secretaries, transport, air and health advisers, so that he is virtually a state unto himself. His Own Transport Fleet. He has privately hired a fleet of four huge jmt expresses, replete with ■ pilots and mechanics, awaiting his command, ready to carry business emissaries to any point in Europe at a moment’s notice. He has an army of chauffeurs, and has engaged seven villas to house his huge personal staff. The purpose of these elaborate preparations is a jealously guarded secret. The air transport company which supplies the air liners cannot, even if willing, disclose the purpose of the private, charter. The Under-Secretary for Air, Captain Guest, recently travelled from LonHon in one of Captain Lowenstein’s machines. This mystery man is living in incomparable splendour, giving orders as though he had dominion over the .world’s riches. Even at dinner he has officials and typists in attendance.
