SMALL BOY MISCREANTS
ALL POTENTIAL HEROES POLICE OFFICER’S TRIBUTE. LONDON, June 5. “Bad boys are hard to find. Show me your gang of young miscreants and I’ll prove that the gang is full of potential charm heroism and righteousness.” This tribute to the small boy who terrorises neighbourhoods all over the world was made by the Chief Constable of Norwich in a lecture. He agreed that boys constituted one of the greatest problems in the community but the cause of badness was usually in the home. If the money spent in juvenile courts and reformatories were allied to constructive preventative work things would be vastly different.
