A WHIRLWIND CAMPAIGN CLEMENCEAU’S LIEUTENANT WINS. OPPOSED TO LOCARNO TREATIES. Received Feb. 16, 1.25 a.m. PARIS, Feb 15. There was an interesting bye-elec-tion at Belfort, where Clemenceau’s ex-lieutenant, Andre Tardieu, was returned, defeating Radical, Socialist and Communist opponents. Tardieu, who had not returned to public life after his defeat at the’ general election of 1924, carried on a whirlwind campaign in Belfort, which is the stronghold of the Left Bloc. Tardieu championed the malcontents, and it was reported that he declared himself opposed to the Locarno Treaties on the ground that they had given Britain control of Europe, and to push back France from the Rhine.
