FRANCE’S NEW CABINET

POLICY PREPARED SOME NOTABLE PLANKS Received November 3, p.m. PARIS, Nov. 2. U. Ministerial statement approved by Cabinet will be read in Parliament today. It deals principally with the financial situation. In addition to the sinking fund mentioned earlier, in connection with which an appeal is made patriotism, the programme includes •educing military service to one year, ind reversion to the system of single member constituencies.

PREMIER EXPLAINS TO SOCIALISTS. A CRITICAL POSITION. Received Nov. 3. 12.30 p.m, PARIS, Nov. 4. At a second important meeting, M. Painleve explained to the- Socialist leaders the Government’s Ministerial programme. In regard to finance, the Government proposed to establish a sinking fund, which would be supplied by means of income tax, permitting some sixty-five milliards of France’s debt to be redeemed in the next fifteen years. The Socialists indicated that they were completely satisfied with the programme, explaining that some point* remained for settlement, notably credits to be voted for the Moroccan ao<l Syrian operations, which the Socialists were unable to support in consequence of the decisions of the recent Marseilles congress. The position thus is critical. If the question is not settled the Government may find itself in a minority, since the Opposition groups have already announced their intention not to vote those credits.

NO SUPPORT FOR CABINET. SOCIALISTS’ DECISION. Received Nov. 4. 12.30 a.m. (Renter ) PARIS, Nov. 3. The National Council of the Socialist Party decided, by 1431 to 1228 votes not to support the new Cabinet.
