M. PAINLEVE’S PROPOASL. PARIS, Nov. 1. M. Painleve, interviewed, expressed the hope that he would be able to table his financial proposals at tho earliest date based on M. Caillaux’s scheme, with modifications, the first principle being debt funding by specially levied resources, principally on acquired wealth or all forms of wealth and capital. The method of collection and amount of contribution would be left open to discussion.
