LONDON COMPLETELY SURPRISED SITUATION OBSCURE. Received October 29, 7.20 p.m. LONDON, Oct. 29. The German political crisis has come as a complete surprise. The situation is at present obscure. Hindenburg is hurrying to Berlin from Hanover. SOCIALISTS UP IN ARMS WILL OPPOSE LOCARNO TREATY. Received October 29, 11.20 p.m. BERLIN, Oet. 28. A communique issued by the governing party of the Socialist party states that the party will not vote for the L >camo Bill in the present Reichstag, they are unable to acquit German Nationalists of responsibility for voting for the ratification of the Security The Socialists therefore demand dissolution of the Reichstag, although they consider the Locarno agreements a pronounced success for their own policy. This seems to indicate that there will be no Reichstag majority for the Pact, and a general election is the »nly solution.
