THE SPIRIT OF PROHIBITION ENFORCEMENT Good laws need nn guns. Prohibition cannot be enforced without strife, bloodshed and bitterness. Rear-Admiral Billard, Coastguard Commandant at Washington, recently issued an order to the fleet which is vainly striving to check the smuggling of liquor into the U.S.A, to ‘ ‘Shoot first and investigate afterwards.’ ’ Commenting on this order, the “Daily Mail” on May 9, 1925 published the following: — , “Rear Admiral Billard adds that many of his men are now asking to resign. “The authorities are making a much-advertised effort to checkmate the smuggling of liquor. They feel that the increase of crime throughout the country as a result of contempt for the law bred by open violations of prohibition must halt.” Prohibition cannot prohibit, it cannot be enforced, it can only disrupt i the social order, bring all laws into dis- ’ respect, and usher in an era of bloodshed and violence.
