COMMUNIST VICTORY. RAPID GROWTH OF PARTY. BERLIN, Oct. 26. Tho elections for the Berlin Municipal Council, in which 1,750,000, or 60 per cent, of the electorate, voted, resulted in a victory for the Socialists and Communists, who together polled nearly 1,000,000 votes against 750,000 for the other parties. The Council hitherto had a small bourgeois majority, comprising all parties except Socialists and Communists. The Communists doubled their poll compared with the last elections in 1921. The Socialists and German Nationalists generally maintained their positions, but the People’s Party lost heavily. There were the customary clashes between the rival factions in the streets, with the result that many were slightly injured and a number of arrests were made.
