SOUTH AFRICA’S NATIVES.
FRANCHISE QUESTION. CAPE TOWN, Oct. 23. The National Congress was held in camerti. Tho Premier dealt with the native question. It is understood that he advocated that seven Europeans should represent the natives in Parliament, and that his intention was to extend the Cape colour or non-nativo franchise to the rest of the South African Union. These proposals are very unprintable to both the Free State and Transvaal. The Minister of Finance dealt with' the proposed State Bank, which he strongly deprecated.
