INTERNATIONAL TELEGRAPHS.
TERMINAL TRANSIT RATES INCREASED. DECISION OF CONFERENCE. Received October 26, 12.45 a.m. PARIS, Oct. 25. A plenary meeting of the International Telegraph Conference adopted an increase in maximum terminal transit rates. It is understood that in practice the rates generally will not be raised, except in the case of Germany, whoso telegraph systems are working at a loss. It is learned that Britain has come to an arrangement with all European countries not to increase rates either way, except traffic w r ith France and Germany, but it is not certain if tho increases will fall entirely upon tho public. As regards extra-Eu-ropean traffic, it is understood that any possible increases decided on by the Government will bo absorbed by the cable companies.
