GERMANY WILL NEGOTIATE Received June 28, 5.5 p.m. (Reuter) BERLIN, June 27. Discarding the French Note on the subject of security, Cabinet has conj eluded its deliberations. It is suggested that the view be taken that a [definite arrangement should be begun immediately. Berlin reports that Cabinet has submitted to President Hindenburg for his signature a memorandum setting out the German Government’s views on the Pact. It is understood Cabinet is unanimous in the matter of retaining a free hand towards States not included in the Pact. The Daily Express’ Berlin correspondent says the memorandum will assert that the French policy of imposing unbearable burdens actually sabotages Germany’s original proposal. It will also point to the British Dominions’ opposition to the French proposals.
