ADVANCED NAVAL BASES

SINGAPORE DISCUSSED. Received June 26, 8.40 p.m. (Argus). LONDON, June 25. At a combined meeting of naval architects, engineers and shipbuilders, Captain D. M. Munro and S. B. Stapes read a paper on advanced naval bases. Dealing with Singapore, he contended that it would be wrong to instal a permanent shore base and excavated docks. It would cheaper if a floating base were stationed in a strategic position, so that in war-time it could be moved to the position required. During the discussion, Admiral Niblack (America) declared that there could be nothing of greater advantage to the British Empire than a permanent base at Singapore. He disagreed with the paper, a mobile floating bases reqiured to be heavily fortified, and were cumbrous and dangerous to transport.
