THE FRENCH CRISIS

THE NEW GOVERNMENT PRELUDE TO PRESIDENT’S RETIREMENT The Ministry formed hy M. Marsal is regarded as merely a stop-gap, by which the French President will be enabled to retire with the minimum loss of dignity. The resignation of M. Mille-and is taken for granted, and it is expected his successor will be elected on Friday. Received June 9. 8.30 p.m. PARIS, June 9. The general impression is that Marsal’s Government is only a prelude to M. Millerand’s retirement, which will be necessary after the Chamber and Senate refuse to accept Marsal’s justification for M. Millerand’s attitude.— Aus.-N.Z. Cable Assn. STOP-GAP MINISTRY Received June 9, 8.30 p.m. PARIS, June 8. M. Marsal has virtually completed a stop-gap Cabinet, which includes M. Lcfehre Duprey (Foreign Affairs), and General Maginot (War). All the members belong to the Bloc National. Almost all were members of M. Millerand’s Cabinet or M. Poincare’s Cabinet. M. Marsal takes the Premiership and portfolio of Minister of Finance. M. De Selves retains the portfolio of Minister of the Interior.

THE PRESIDENT’S MESSAGE Received June 9, 8.30 p.m. PARIS, June 8. It is understood the President’s message to Parliament, a draft of which he communicated to prospective members of Cabinet in the afternoon, declares that the Majority’s determination to cut short the seven years’ tenure of the Presidency amounts to a coup de force violation of the constitution. He asks Parliament to state by an unequivocal vote whether it sanctions such a dangerous precedent. He asserts that he acted constitutionally throughout his Presidentship. It is a foregone conclusion that the Chamber will vote against M. Millcrand. It is expected the new President will be elected by the National Assembly at Versailles on Friday, and that M. Herriot’s Cabinet will thereupon be formed.
